The production capacity of new, coking, electrolytic aluminum, foundry, cement and flat glass is strictly prohibited in key areas; new, modified and expanded construction projects involving bulk material transportation, in principle, road transportation is not allowed.

Carry out unorganized emissions investigations in key industries such as construction, building materials, nonferrous metals, thermal power, etc., establish management accounts, and implement in-depth treatment of unorganized emissions such as transportation, loading, unloading, storage, transfer and process of materials (including waste). Key areas will implement peak production in key industries in autumn and winter. In all regions, high-emission industries such as building materials, coking, casting, non-ferrous metals, and chemical industries, we have formulated a peak-peak production plan and implemented differentiated management.

In addition, some provinces have actively introduced industry prevention and control plans. The provinces are as follows:

Beijing-Tianjin-Hebei: Partial peak-to-peak production in the coke, coking and foundry industries, and the building materials industry to implement comprehensive peak production. In the key cities, the production capacity of the heating season is limited to 50%; the proportion of production in other cities is not less than 30%, and the provincial government will formulate an implementation plan; and implement the overall rectification of the “scattering and pollution” enterprise cluster.

Zhejiang Province: Urban enterprises should adopt a thorough shutdown, transformation and development, local transformation, and extra-territorial relocation to promote transformation and upgrading; production capacity such as new, coking, electrolytic aluminum, foundry, cement and flat glass is strictly prohibited; strict implementation, cement , the implementation of production capacity replacement in flat glass and other industries; new, modified, and expanded construction projects involving bulk materials transportation, in principle, road transportation is not allowed. Increase the elimination of backward production capacity and the reduction of excess capacity. Shandong Province: Strictly control the new production capacity of the “two high” industries. The province no longer builds coal-fired power, petrochemicals, and projects, except those that have been approved and included in national planning and started projects.

Guangxi Province: All localities should strengthen the “disintegration” enterprises and cluster comprehensive rectification, and implement the network-based inspection and inventory system, account-based and grid management for key industries such as non-ferrous smelting, mining and ferroalloys.

Jiangxi Province: Further strengthen the air pollution control of Fangda Special Steel. Supervise Fangda Special Steel Technology Co., Ltd. to prepare for the current atmospheric environment, complete the “Three-Year Reconstruction Plan for Corporate Atmospheric Environment Management (2018-2020)” by the end of September 2018, and complete the atmospheric environment upgrade in three years. Renovation work to reach the advanced level of national clean production. Before the end of 2018, complete the comprehensive dust control of the original fuel field and strictly control the dust pollution.

Shaanxi Province: Coking, coal chemical, petrochemical industry implements partial peak production, and the production capacity is limited to 30%. Based on the blast furnace production capacity, the actual electricity consumption of the enterprise is verified.
