The "Zhengzhou Metropolitan Area Master Plan 2012–2030" (referred to as "the Plan") was officially unveiled, marking a significant shift in the region's industrial strategy. This comprehensive blueprint has set the stage for a dynamic development framework, aiming to position the Zhengzhou metropolitan area as a key player in several strategic sectors.
According to the plan, the city will focus on building five core industries: automobile and equipment manufacturing, electronics and information technology, business finance, logistics and trade, and cultural and tourism. In addition, three emerging sectors—aviation manufacturing, biomedicine, and new materials—will be prioritized to drive future growth. Meanwhile, traditional industries such as aluminum processing will continue to play a vital role in the regional economy.
The plan outlines a three-pronged approach for industry, agriculture, and services. Modern service industries will be concentrated in core urban areas, with financial districts, commercial hubs, and logistics parks serving as key pillars. Industrial clusters will be developed in new cities, peripheral groups, and towns, acting as engines of economic growth. Modern agriculture will thrive within agricultural demonstration zones and facility farms, ensuring sustainable development.
A notable feature of the plan is the "park-type industrial development model," where specialized industrial parks serve as centers for innovation and production. The layout is also structured around concentric circles, emphasizing efficient resource distribution and regional integration.
One major trend in Zhengzhou’s development is the relocation of industries from the central city to new towns, peripheral groups, and industrial parks. The main urban area will focus on high-tech and advanced manufacturing, while the surrounding regions will host traditional industries and emerging sectors. For instance, Gongyi will develop an aluminum deep-processing cluster, and Xinmi will specialize in refractory materials.
In terms of modern services, the plan envisions 18 characteristic commercial districts and six large-scale markets across the metropolitan area. These will support trade, logistics, culture, and tourism. Notably, each of Gongyi, Xinmi, and Xinzheng will have its own old street commercial district, while Dengfeng will introduce a tourist service street.
Several key industries are highlighted in the plan. The automobile and equipment manufacturing sector will see development in different parts of the city, with the eastern new city focusing on auto parts and agriculture machinery, and the western new town specializing in construction equipment. The electronic information industry will be centered in the high-tech city group, with the southern new city focusing on flat panel displays and digital products.
The aviation industry aims to become a national hub, with the southern new city focusing on public aviation and the western new city on general aviation. The new materials sector will be developed in the high-tech city group and the western new city, emphasizing green and advanced materials.
The biomedical industry will have two main hubs, with the main city focusing on genetic drugs and biological products, while the southern new city develops traditional Chinese medicine and innovative pharmaceuticals.
Other key sectors include non-metallic products, aluminum, food, and textiles. Industrial parks like the Gongyi Private Technology Pioneer Park and the Shangjie Aluminum Industrial Park will be central to these developments, promoting high-end manufacturing and sustainable growth.
Finally, the plan includes a detailed layout of 18 commercial districts across the city, including Erqi Commercial District, Jinshui Road, and several others in the airport area, eastern and western new towns, and surrounding cities. These districts aim to enhance commercial activity and improve the quality of life for residents.
