The "Zhengzhou Metropolitan Area Master Plan 2012–2030" (referred to as "the Plan") was officially released, marking a significant shift in the region’s industrial strategy. This comprehensive blueprint outlines a vision for the development of the Zhengzhou metropolitan area over the next decade, with a focus on modernization and sustainable growth. The plan emphasizes the creation of several key economic hubs, including a National Modern Agriculture Pilot Demonstration Zone, a National Advanced Manufacturing Base, a National Modern Logistics Business Center, a Regional Modern Service Industry Center, and a Science and Technology Innovation Hub.
The overall industrial strategy is based on a “5+3†model, aiming to drive economic growth through five core industries: automobile and equipment manufacturing, electronic information, finance and trade, logistics and commerce, and cultural and creative tourism. Additionally, three emerging sectors—aviation manufacturing, biomedicine, and new materials—will be prioritized for future development. A key feature of the plan is the shift toward a "park-type industrial development model," with an emphasis on circular industrial layouts. This approach aims to optimize land use, improve efficiency, and foster collaboration among different sectors.
In terms of industry distribution, traditional sectors are gradually moving out of the main urban area, while high-tech industries will dominate the core city. The main urban area will serve as a hub for advanced manufacturing, supported by innovation centers and research facilities. Peripheral groups and new towns will focus on traditional industries, with plans to establish 15 provincial-level industrial clusters and 40 industrial parks. For example, Gongyi will develop an aluminum deep-processing cluster, while Xinmi will focus on refractory materials.
The service sector is also receiving significant attention, with the plan outlining 18 characteristic commercial districts and six large-scale markets. These areas will promote trade, logistics, and cultural industries, with specific developments such as five cultural and creative centers, three tourism service centers, and eight branded tourism routes. Each district, including Gongyi, Xinmi, and Xinzheng, will have its own old street commercial zone, while Dengfeng will introduce a tourist service street.

Biomedicine will be developed in two key areas, emphasizing both pharmaceuticals and traditional Chinese medicine.
Other sectors, such as non-metallic products, aluminum, food, and textiles, will also see targeted development strategies, with specific industrial parks and clusters designed to support their growth. The textile and apparel industry will be centered in the main city and southern new city, while the food industry will focus on high-end manufacturing in the Shuishui-Mazhai group and southern new city.
Finally, the plan includes detailed layouts for 18 commercial districts in the urban area, with distinct features in each region, from the main city's Erqi Commercial District to the airport’s South China City and Airport North zones.
