Sinopec has issued a statement expressing deep shock and regret over the incident in which an ambulance was allegedly denied fuel at its Jinguoping Gas Station in Hubei Province. The company extended its heartfelt condolences to the family of the deceased and expressed sincere sympathy for their loss. Following an internal investigation, the station manager and another employee were dismissed from their positions as a result of the incident.
The Jinguoping Gas Station is located in a remote mountainous area of Badong County, Enshi City, Hubei Province. It’s approximately 200 kilometers from the Enshi Mountain Road and just one kilometer from the town center. Due to its isolated location and sparse population, it operates in a challenging environment. According to preliminary findings, the station adjusted its operating hours starting from July 2011, running from 8:00 AM to 12:00 PM and 2:00 PM to 6:00 PM, with public announcements made about the schedule. However, the incident occurred around 10:00 PM that evening, when it was dark and raining heavily.
Two vehicles entered the gas station after crossing a warning line, causing confusion and panic among the staff. According to the station manager, the decision not to open the doors was made out of concern for safety, as there had been previous reports of nighttime robberies at similar stations in the area. Despite this, the refusal to assist an ambulance carrying an injured person sparked widespread outrage.
A spokesperson for Sinopec emphasized that the company strongly believes in the principle that life-saving should always come first, regardless of circumstances or reasons. "It is unacceptable and unforgivable to refuse to provide fuel to an ambulance," the spokesperson said, adding that the company was deeply disturbed by the event and offered its sincere apology.
A representative from Hubei Petroleum Branch confirmed that the company has always required its stations to provide 24-hour fueling services for emergency vehicles such as ambulances, fire trucks, police cars, and disaster relief units. The lack of proper management at the Jinguoping station led to the dismissal of both the manager and the employee involved. The company plans to conduct further investigations and will take strict action against any higher-level officials found responsible. Additionally, they will enhance staff training and improve internal procedures to ensure such incidents do not occur again in the future.
