At present, there are 487 electric vehicle manufacturing enterprises in the country, but so far the NDRC has approved only 16 new energy vehicle investment projects, which makes the qualification of new energy vehicle production a scarce resource.

The Ministry of Industry and Information Technology recently announced the list of the first batch of "Specially Publicized New Energy Vehicle Manufacturers", including 30 new energy vehicle manufacturers including Brilliance Auto, Hafei, Guangqi Honda, Wanxiang Electric Vehicle and Shandong Lichi New Energy. Some public opinion believes that the 30 companies that have been “blackened” by the Ministry of Industry and Information Technology will be disqualified from production. Is this really a matter of fact?

“The reason why these 30 companies were specifically publicized was that they did not produce new energy products in the past year.” Shi Jianhua, deputy secretary general of China Association of Automobile Manufacturers explained that the new energy vehicle issued by the Ministry of Industry and Information Technology on January 17, 2017 Article 23 of the Regulations on the Administration of Production Enterprises and Products Approved clearly: "The Ministry of Industry and Information Technology shall give special notice to the new energy automobile production enterprises that stop producing new energy vehicle products for 12 months or more."

Cui Dongshu, secretary general of the National Passenger Car Association, said that some car companies did not have products after obtaining the qualifications for new energy vehicles. Some products developed by the company could not meet the relevant standards, and they failed to enter the product catalog, causing production to stop. status. For example, Kayi Motor said that “the concept car developed in the early stage could not meet the current new energy related standards in the later stage, and later abandoned the listing”.

However, the 30 car companies currently on the list are not sentenced to death. “After restoring production, the Ministry of Industry and Information Technology shall verify the status of the “Entry Review Requirements” before the resumption of production.” Shi Jianhua said that after rectification and compliance, there are still opportunities. Re-apply for review; only if the entry conditions or bankrupt enterprises cannot be maintained, the new energy vehicle production qualification will be revoked.

At present, China's auto industry implements a strict access system, and vehicle manufacturers must have "double qualifications." The so-called "double qualifications", one is the approval of the National Development and Reform Commission for vehicle investment projects. In recent years, with the new energy automobile industry entering the “window period”, China’s vehicle-making forces are surging. According to incomplete statistics, there are currently 487 electric vehicle manufacturing enterprises in the country, but so far the NDRC has approved only 16 new energy vehicle investment projects, which makes the qualification of new energy vehicle production a scarce resource. However, as subsidies gradually decline, market competition becomes increasingly fierce, and enterprises that have production qualifications but ultimately no product launches will be “exposing” more and more.

Talking about the future development of 30 enterprises that were “blackened” by the Ministry of Industry and Information Technology, Cui Dongshu divided them into three categories: the first category is a representative enterprise of some bus companies, which may have no production capacity at all times and it is difficult to meet product access conditions. Even if it is applied again, it will not be able to pass the review; the second category of companies like Hafei is already on the verge of exiting the auto market, and it is very likely to face the fate of being disqualified; the third category is the enterprises such as Brilliance Auto and Guangqi Honda, which have certain Strength, as long as we have a clear development plan in the field of new energy vehicles, there is great hope that we can resume production through review.

Shi Jianhua suggested that listed auto companies should submit relevant information in a timely manner according to their strategic planning and actual conditions, strength and basic needs, and timely advance product development and production processes; , you can choose to give up as early as possible to avoid wasting related resources.
