Experts pointed out that appropriate and reasonable protection should be given to the market of specific domestically produced high-end equipment; high-end equipment that accelerates localization for specific needs. Recently, Ren Hongbin, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of China National Machinery Industry Corporation, said that in 2010, China imported about 250 billion US dollars of mechanical products, mainly high-end equipment. At present, the difficulty of independent innovation of high-end equipment is still relatively large, especially the first (set) high-end equipment independent innovation still faces many difficulties.
As the "head" of China's leading machinery industry, Ren Hongbin pays special attention to the development of domestic high-end equipment. He pointed out that China's equipment manufacturing industry has entered a new era of rapid development, but still faces many difficulties in developing and applying the first (set) high-end equipment.
First, it is difficult to implement the project. Most of the high-end equipment is used in key projects, the project investment is large, and the owner's responsibility is heavy; the first (set) high-end equipment for independent innovation lacks application performance, and users are often reluctant to be the first person to take risks in order to reduce risks.
Second, there is a lack of reasonable sharing of risks for users to order and use the first (set) domestic equipment. Since the first set of high-end equipment in China has no application experience, the risk of users in use is greater than that of imported similar equipment. Therefore, some relevant arrangements should be made by the relevant state departments in the risk sharing, and the state promises to pay a part of the insurance premium. Responsible for part of the economic loss compensation in the event of a risk. However, this mechanism is currently not perfect.
Third, there is not enough encouragement for users who dare to use the first domestic (set) high-end equipment. At present, the encouragement of the relevant state departments is mostly in the spirit, and there is no incentive for the investment saved by the users for supporting the domestic equipment and the additional income that may be obtained after the domestic equipment is put into operation.
Fourth, there is no effective encouragement for the development of the first (set) local high-end equipment units and personnel. Enterprises that develop high-end equipment need to pay a lot of money and manpower. At present, the country's support and support methods need to be further improved.
Fifth, the foundation for supporting the independent development of high-end equipment is weak, which seriously restricts the development of the mainframe. The development of the core key component manufacturing industry of China's high-end equipment has lagged behind for a long time, and it is difficult to meet the supporting needs of the host. It has become a bottleneck restricting the independent innovation of high-end equipment.
Ren Hongbin suggested that the government procurement law (or regulations) should be formulated to give appropriate and reasonable protection to the market of certain localized high-end equipment; for high-end equipment that needs to speed up localization for specific needs, if users use the first domestic (set) equipment In case of major losses, the state will compensate the users for a certain proportion of the losses; when users use the first domestic (set) high-end equipment, they should be allowed to invest from the investment compared with the imported equipment and the cost of the domestic equipment after it is put into operation. A certain proportion of the excess benefits generated by the reduction will be used to reward relevant personnel; the state will grant subsidies and rewards to the research units and related individuals of domestic high-end equipment that have been successfully proved by users; the relevant departments in the “Twelfth Five-Year Planâ€, Especially in the special plan of “high-end equipment manufacturing industryâ€, we should give full attention to high-end basic components and increase the support of national financial funds and related support policies.
