The "emergency notice" stressed that all coal-producing provinces (districts) should properly handle the relationship between safe coal production and stable supply, increase the coordination of production and transportation of coal, and must not divide the market and limit coal emissions to the province. The coal production and transportation companies must be honest and trustworthy, and conduct transactions in strict accordance with the quantity, quality, price and time as stipulated in the contract. The "emergency notice" pointed out that the National Development and Reform Commission will, together with relevant departments, supervise and inspect the performance of the key coal-fired coal contracts in 2011, and will report criticisms to enterprises that have not strictly implemented contracts and have low liquidation rates.
